Lynn Dollin, Committee Chair

Lynn Dollin,

Lynn Dollin became chair of the South Georgian Bay Lake Simcoe Source Protection Committee in 2007. She is currently also the Mayor of Innisfil, being elected into the role in October 2018. Prior to being elected Mayor, she served as Deputy Mayor from 2014 to 2018 and Town Councillor Ward 7 from 1994 to 2004.

Lynn was also the President of the Association of Municipalities of Ontario from 2016 to 2018, and has served on several other boards including the Federation of Canadian Municipalities.

Jeff Hamelin, Source Protection Committee Member, Municipal

Jeff has worked in Public Works for the Town of Penetanguishene for 12 years as both a Water Operator and in his current role as Manager of Capital Projects. Prior to that, Jeff worked in several other townships and cities in Municipal Water & Wastewater for 6 years.

He has also worked on the Great Lakes with the Environmental Monitoring and Reporting Branch of the Ontario Ministry of the Environment, Conservation and Parks. Jeff is a graduate of Georgian College with a Diploma in Environmental Engineering Technology which has been furthered by his professional membership with the Ontario Association of Certified Engineering Technicians and Technologists.

Jeff’s niche background in both the Municipal Water sector and his experience with the Severn Sound Environmental Association and Ministry of Conservation and Parks will lend themselves to thorough decision making.

Andy Campbell, Source Protection Committee Member, Municipal

Andy Campbell is a professional engineer with 29 years environmental and municipal infrastructure experience managing water, wastewater, landfill, composting, recycling, stormwater and roads for both engineering design and operations. His municipal experience includes Director Waste Management & Administration at York Region, Deputy CAO at Innisfil and President & CEO InnServices Utilities Inc. Currently Andy is the Executive Director Environment and Infrastructure at the Town of Midland. His education includes degrees in Bachelor of Engineering (University of Waterloo) and a Master of Business Administration (Queens University).

Andy was responsible for the first ISO 14001 registration in Canada for landfill, compost and recycling operations at the Region of Waterloo. As the Executive Director of the Continuous Improvement Fund he has worked with all municipalities across Ontario on improving the environment though technology and education for blue box recycling and with industry on developing new plastic products with high recycled content.

Mr. Campbell has worked extensively with provincial counterparts at the Ministry of Municipal Affairs and Ministry of the Environment over the years developing policy and regulations on performance measurement, landfill, energy from waste and recycling.

Stan Wells, Source Protection Committee Member, Municipal

Stan has been a resident of Wasaga Beach for 48 years and is married with four adult children, three of which lives with their spouses and children in Wasaga Beach.

Stan holds a Master of Education degree and is retired, having had 30 years experience in education as a Teacher, Principal and Supervisory Officer with the local school board and the Ministry of Education. Stan was a Councillor in the Town of Wasaga Beach from 2003 to 2014.

As a resident of Wasaga Beach, located on the shore of Nottawasaga Bay and at the mouth of the Nottawasaga River, Stan has always had a keen interest in source and groundwater protection and demonstrates commitment to personal integrity and to a collaborative, cooperative approach to issue resolution and problem solving.

Chris Gerrits, Source Protection Committee Member, Municipal

Chris Gerrits has been a resident of Dufferin County for over 40 years and has represented the Township of Amaranth since 2014 and Dufferin County since 2018. Chris is a professional engineer with over 20 years of experience in groundwater exploration and testing as well as municipal well diagnostics, testing and rehabilitation. His education includes degrees in Bachelor Science in Engineering (University of Guelph) and a Master of Science (University of Guelph).

Chris has also served as the municipal representative on the Central Lake Ontario, Toronto and Region and Credit Valley (CTC) Source Protection Committee since 2016, sits on the Upper Grand Watershed Committee, is a former 2nd Vice President, Secretary-Treasurer and Board Member of the Ontario Ground Water Association, was a Founding Member of the Canadian National Ground Water Association and has been a Ministry of Environment, Conservation and Parks (MECP) Licenced Well Technician for over 25 years.

In his personal time Chris enjoys running long distance races and spending time with his wife of 20 years and their three children.

Manager of Water Resources for the City of Orillia

Kyle Mitchell, Source Protection Committee Member, Municipal

Kyle Mitchell is the Manager of Water Resources for the City of Orillia and sits on the Source Protection Committee as a municipal sector representative.

Kyle possesses a background in both the environmental and engineering fields having obtained a Bachelor of Science in Environmental Management, an advanced diploma in Environmental Technology, an advanced diploma in Mechanical Engineering. Kyle is also directly involved with risk management duties under source protection and currently holds a course completion certificate by the Ministry of the Environment and Climate Change for property entry and risk management official/risk management inspector. Kyle’s current role with the City of Orillia entails managing source water protection, wastewater collection, water distribution, stormwater management, and pollution control. As part of his regular tasks Kyle participates in local and provincial environmental working groups, many of which pertain to source protection.

Scott Lister, Source Protection Committee Member, Municipal

Scott Lister has been a Risk Management Official with York Region for 5 years. A hydrogeologist by training with over 20 years of experience, his current position is Source Protection Program Manager. Scott also sits on the CTC (Credit Valley, Toronto & Region and Central Lake Ontario) Source Protection Committee. Prior to joining York, he worked as the Source Protection Technical Liaison at Conservation Ontario and was a District Manager at the Nova Scotia Department of Environment.

Scott has a Master of Science degree in hydrology from Trent University, and is a Professional Geoscientist.

Katie Thompson, Source Protection Committee Member, Municipal

Katie Thompson is a Risk Management Official with the City of Barrie. Prior to joining Barrie, she worked on the Source Water Protection program for the Lake Simcoe Region Conservation Authority, where she played a significant role leading up to the development of the policies in the Source Protection Plan for the region. She has a unique perspective on the interrelations between the science foundation, policy framework and implementation aspects of the Source Protection Program, having worked in all phases of the program.

Katie has Bachelor of Science in Environmental Geoscience from Brock University, and is a P.Geo.

Colin Elliott, Source Protection Committee Member, Economic

A graduate of the University of Guelph, Colin now farms with his wife Susan and son James in Springwater Township. They milk cows and farm 1,250 acres of hay, corn, soy and wheat.

Colin is involved in a number of boards including the Simcoe County Agriculture Advisory Board and the Nottawassaga Valley Conservation Authority Agricultural Advisory Board. Additionally, Colin is involved in the Simcoe Federation of Agriculture, is an Agricultural Representative on the South Georgian Bay Lake Simcoe Source Protection Committee, Director of Grain Farmers of Ontario and a Property Manager for a children’s camp in Midland.

In his spare time, Colin enjoys antique 1930s cars, golf and spending time with his grandchildren.

John Hemsted was born and raised in Simcoe County. He received his degree in Agriculture from the University of Guelph. Since university, John has been actively involved in animal agriculture. John, his wife and daughter have a sheep farm in Oro-Medonte Township. John has been actively involved in his industry’s organizations from county to national levels.

John chaired the Ontario Sheep Marketing Agency for six years where he was involved with the early consultation in the development of the Nutrient Management Act and Source Water Protection. John and his family were one of the first participants in North Simcoe County to carry out an Environmental Stewardship project with the Lake Simcoe Region Conservation Authority.

John has been actively involved for the past eight years on the South Georgian Bay Lake Simcoe Source Water Protection Committee where he, along with two other members, represents agriculture.

Amanda is a water resources and coastal engineer and is Manager of Coastal Engineering at Tatham Engineering Limited in Barrie.She graduated from the University of Guelph in 2003 with a degree in Water Resources Engineering and worked for the City of Toronto and Nottawasaga Valley Conservation Authority before joining Tatham in 2006. Amanda has been working in the Lake Simcoe and South Georgian Bay watershed for the last 15 years, helping local municipalities and private landowners to better manage stormwater and protect source water. She is eager to apply her understanding of Source Water Protection, specifically the importance of watershed hydrology, stormwater management and lake processes, to the work of the Committee

Dave Ritchie, Source Protection Committee Member, Economic

Dave Ritchie, Source Protection Committee Member, Economic

Dave has lived in Simcoe County all his life, where he was a dairy farmer for more than 30 years. During this time, he contributed strongly for many years to the important county dairy producer committee system, a grassroots approach which forms the foundation of the Dairy Farmers of Ontario.

Although retired from dairy production, Dave continues to be a cash crop and maple syrup producer. His wide range of experience has taught him the value of dialogue, of being willing to listen and take into account other perspectives in the development of policy.

Dave is a Councilor in Tay Township Ward 2, a Director on the Severn Sound Association, and an Agricultural Representative on the South Georgian Bay Lake Simcoe Source Water Protection Committee. Additionally he sits on the Board of Trustees in Martyrs’ Shrine in Midland and is a past Chair of the Simcoe County Milk Committee.

Dave Ketcheson, Source Protection Committee Member, Economic

David Ketcheson, an industrial/commercial representative, is a senior environmental engineer and partner at Azimuth Environmental Consulting, Inc. Over his close to 40 years of experience, he conducted numerous ground water flow and contaminant transport projects as a private and public consultant. David holds a Masters degree in Civil/Environmental Engineering from the University of Waterloo. He has overseen all engineering-related works including: municipal water supply studies, wellhead capture evaluations, municipal solid waste landfill design, contaminant transport evaluation, dense non-aqueous phase liquid (DNAPL) evaluation, bacterial and parasite studies/treatment, communal sewage treatment and remedial systems design.

It is Dave’s hope that his experience in source water studies throughout the province will prove useful to committee members and the public.

Rick Newlove, Source Protection Committee Member, Economic

Rick Newlove is Vice President of Duncor Enterprises and sits on the Committee as one of the Economic Development representatives.

Rick is a professional engineer with over 30 years’ experience in the municipal field. His knowledge in the areas of planning, operations, forestry, environment, by-law enforcement, engineering and construction bring a wealth of information to the Committee.

Rick sees the major challenge of this group to be educating and reaching out to the general public because of the extremely large geographic areas that the committee represents.

Jessica is a Junior Project Coordinator for Metrolinx’s Environmental Programs and Assessment group and sits on the Source Protection Committee as an Economic Sector Representative.

Previously she has worked for the City of Toronto in Solid Waste Management assessing environmental impacts of closed landfills. Jessica also worked for Golder Associates where her work focused on environmental remediation and environmental impacts of landfills within Simcoe County.

Jessica is a graduate of Wilfird Laurier University with a B.Sc in Biology (Minor in Chemistry) and completed the Environmental Technician Program at Sir Sandford Fleming College.

Geoff Allen, Source Protection Committee Member, Public

Geoff Allen and his wife, Deb, have a farm in Clearview Township, where he has also been a real estate professional for nearly 20 years. As a landowner dependent on well water and having a significant waterway (Lamont Creek) running through the property, he has developed a keen interest in protecting and enhancing all of the water that is in and that passes through his acreage. For the last 4 years he has been involved with the Nottawasaga Valley Conservation Authority and their Land Stewardship Program and has worked with them on streamside planting to shade and stabilize the banks of Lamont Creek and to provide a buffer on a tributary headwater stream that crosses one of the fields, to help filter nutrient runoff.

In his real estate practice, Geoff has a close association with the aggregate industry and is well aware of the challenges they, and particularly the municipalities in which they operate, face when dealing with water used in production and the care of waterways and wetlands they are in proximity to.

As a landowner, realtor and finally as a Rotarian, Geoff is eager to do his part on the Committee to protect our drinking water sources.

Bob Duncanson, Source Protection Committee Member, Public

Bob Duncanson’s interest in the environment and specifically water over the years has been apparent in his many public activities. He recently retired as the Executive Director of the Georgian Bay Association which is an umbrella organization for 21 community associations on Georgian Bay. He is was also the Founding Director of the Ontario Headwaters Institute which is a charitable not-for-profit organization promoting water stewardship through research and education. He was a member of the Advisory Panel to the Canadian Negotiators of the most recent binational Great Lakes Water Quality Agreement.

Bob welcomes the opportunity to work with the Source Protection Committee team in executing an effective, workable plan for the watershed.

Stephanie Hobbs, Source Protection Committee Member, Public

Executive Director of the Simcoe/Muskoka Literacy Network

Stephanie Hobbs, Source Protection Committee Member, Public

Stephanie Hobbs was appointed to the Committee as a community member-at-large.

Stephanie has a degree in Forestry from the University of New Brunswick, specializing in tree biology and forest ecology, and has a strong environmental background. She has lived in Simcoe County since 2004, first in Hillsdale and currently in Severn Township. As the Executive Director of the Simcoe/Muskoka Literacy Network, based in Orillia, she leads or participates in community planning consultations on an ongoing basis. Stephanie has served on a variety of non-profit local and provincial Boards of Directors and Committees.

Prior to 2004, Stephanie lived in Walkerton. In the wake of the water contamination disaster, she carefully followed the Walkerton Inquiry daily and later participated in the Class Environmental Assessment to determine appropriate water sources and methods of source protection for Walkerton. Stephanie, therefore, brings a unique range of skills and experience, and perhaps a unique perspective, to the Committee.

Tom Kurtz’s education, professional training and wide ranging involvement in water management activities brings a wealth of experience to the Source Protection Committee. His career with the Ministry of Natural Resources ranged from service and advice to Conservation Authorities, policy development with municipal, provincial, federal and international agencies and support of professional organizations such as the Soil and Water Conservation Society where he served as the Canadian Director on the International Board.

Tom is also a member of the Steering Committee of AWARE Oro-Medonte and is Vice President of the Simcoe County Greenbelt Coalition and hopes to bring a perspective from that background to the work of the committee as well.

David Greenwood, Source Protection Committee Member, Public

David Greenwood is a long time resident of the Newmarket/Aurora area, raising a son and a daughter in the region with his wife Vicki. He is a long time volunteer with many local organizations: hockey, soccer, scouting and the Sharon Hope United Church.

Career took the family to London for 5 years where David was Vice President sales for Great West Life. During that period he volunteered with London Health Sciences Foundation and from 2015-2017, was a director on the Finance and Audit committee of the London Health Sciences Foundation.

Upon his return to York Region in 2017, David was invited to join the Finance and Investment Committee of Southlake Foundation. As of June 2020, David was appointed Chair of the Finance and Investment Committee as well as Treasurer for Southlake Foundation.

David is a graduate of the University of Toronto with a BSc focused on Physical Geomorphology. He is presently a Vice President in sales with Canada Life.

Peter completed B.E.Sc. and M.E.Sc. degrees at University of Western Ontario. Water treatment and supply were constant elements of his career in both the private and public sectors.  He retired after serving as Director of Public Works with the City of Orillia and, more recently, the Township of Tay.

 

Public health and environmental issues have always been of interest to Peter. He hopes to contribute to the ongoing work of the Source Protection Committee as it serves a large community with diverse stakeholder interests.

 

Peter is a long-term resident of Orillia. Having raised his family there, he is still active in the community coaching youth soccer.

With a background in Nursing, Cate completed her Masters of Science at Queens University.  After retirement she continued with some post grad courses in Environmental Studies at Lakehead University in Orillia.

Cate has been a long time advocate in protecting the quantity and quality of water. In her work on Tay Township Council, she assisted with eliminating the invasive phragmites growing in many of their public parks.

Cate is excited to be part of the Source Protection Committee and learning more about how we can ensure this precious water resource is kept safe and available to all.

Sharday James, Source Protection Committee Member, First Nation

Sharday James, Source Protection Committee Member, First Nation

Sharday James represents Rama First Nation. She is a member and has been employed at Rama since 2018 as their Consultation Worker. She has a degree from Trent University for Environmental Science and two diplomas from Fleming College in Ecosystem Management and Geographic Information Systems.

Previously Sharday was employed at Trent University as a Water Research Assistant. While in this position she worked with a number of Indigenous communities to protect waterways on their lands.
